Could some if it be intentional? Maybe, but if that be the case then whomever is left behind needs to get their own ass in gear. It's not the .Gov's job to drag them along, it's their own responsibility.

It’s not “passive racism”. It’s ’active reality’. An entire group of people (ever growing) have been left behind by the economy, education and culture. And it’s intentional.
Violence (regardless of the location) is just one byproduct of this plan.

Easy to say, but it ignores a lot of uncomfortable facts about the world that we live in.
Go to the local elementary school on the first day of class and randomly select 10 kids from the 3rd grade.
Now, take those kids to the nearest high school, and put them in the same classes as the seniors.
Do you honestly expect to come back in June and see those kids graduate?
One problem with diversity is the issue of comparability. Incomparable groups can’t share a society.
The more advanced group inevitably controls the progress and evolution of the society.
Over time, they will create a society the less advanced group will find progressively more difficult to survive in.
Eventually, meritocracy becomes impossible, unless the society is will to let the less advanced group become a permanent underclass.
