Koop was well known for his mustache-less beard and colorful bow ties. During much of his day-to-day work, Koop wore the Surgeon General's US Public Health Service Commissioned Corps uniform, a uniform similar to that of a U.S. Navy Vice Admiral's. During his tenure he re-instated the daily wearing of the PHS uniform by the officers of the PHS.

I did Emergency Management Training with commissioned members members of the Public Health Corps - Lieutenants, Lieutenant Commanders and a Commander, the OIC of their detachment for training. The ladies were smart, wore their uniforms with pride and had done things in hellholes I never wanted to see - one was talking about her mandatory quarantine after helping with the Ebla break out in Chad. During the several days of training, I was impressed with their abilities and their obvious pride in their work, uniforms turned out smartly no matter which one they wore that training day, and I have absolutely nothing bad to say about THEM. THEIR boss, on the other hand, I have nothing COC to say.

In 1889 he organized it along the lines of the US Army in order to create a mobile organization which could send medical teams wherever they were required, and legislation formally created a commissioned officer corps for it later that year - Grover Cleveland was President at the time. Some time later the Supervising Surgeon title became Supervising Surgeon General, and eventually just "Surgeon General." The Marine Hospital Service eventually became the Public Health Service Commissioned Corps. Mike ETA: Woodworth began the policy of uniform wearing among the physicians who would eventually become the commissioned corps. It is only the commissioned corps of the Public Health Service (and likewise NOAA) that are considered uniformed services, rather than the whole of those government agencies. |

NOAA came out of Coast Guard, USPHS came loosely out of the Marine Hospital Service. Many federal statutes that apply to military service, including SCRA (Landlords rarely get it) also apply to these two. |
