On the VA side of the DC Metro Area, the HOV lanes are abused to fuck. We can have HOV+2, sometimes HOV+3, then motorcycles, then also there is some super secret "Clean Emission" tag that allows hybrids and electric cars to ride in the HOV. I have no idea on that last one. Shit, the state police during the weekdays only pull over HOV offenders. Speeding? dont care lol.
But i have seen a massive number of obviously off duty, out-of-jurisdiction LEO cars commuting to and from work in the HOV lane. Why? When they are off-duty, arent they just a citizen like me? If they are not working or responding to a call, why do they get the HOV lane? Ive read the sign of allowable vehicles in that lane many, many times and it never lists "Someone in a cop car that needs to get to work". You might think that so far im being a little incredulous. But here is a list of LEO vehicles ive personally seen in the HOV lane out past the 50/66 (Which is 30 miles outside of DC) interchange and heading into/out of the city. -Arlington Police -Alexandria Police -PFPA (pentagon force protection agency) -USCP (united states capitol police) -DHS -FPS (federal protective service, protects all the federal buildings) -MWAA PD (Metropolitan Washington Airports Authority Police Department) -USPP (united states park police, protects monuments in DC) -MTP (metro transit police) -BEP (bureau of Engraving police) -Then just regular ole black, unmarked cars with cop antennas and US.GOV tags |

I also live in the DC area and see this BS all the time. The PG County Cops are the worst. Screaming by you in the left lane with no lights on 25+ mph over the speed limit. Also really enjoyed the time I just missed a head on with a PG Cop driving the wrong way down the street!

Is there a Koons out that way? Used to do a lot of the .gov service contracts.
PFPA, Capital, could be returning from an escort, cops dropping off prisoners, training at NVCJA, etc Not to say it might not be being abused, just that around there they might have some reasons |

I'm driving my two seater Vette in the peon lanes getting 30 mpg with an occupancy of 50%.
Woman is driving her 9 seater SUV in the HOV lane with a baby in a car seat getting 12mpg and an occupancy rate of ~20%. Life is not fair OP. |

Motorcycles- there is a provision that requires states to allow motorcycles to use HOV if the state gets fed road money

It's because it's the law. Gov loves to exempt themselves.
See the Va. Code § 33.2-501 - Law enforcement vehicles are not subject to HOV rules ever, doesn't matter if on/off duty. Not sure how that applies to other GOV license plate vehicles, but at least with respect to cops they have free reign to use them whenever. |
