I tried this on the build it yourself forum but could not get an answer. Did ATF change the legal specifications for AR15 80% lowers? The older style Tannery shop lowers had the open fire control pocket. It seem all the newer 80% need to have the pocket milled out.

The most important question I have is can these old 80% lowers with the open fire control pocket still be sold as 80% or have they been classified as an item that requires an FFL? Thanks.

I'd assume they'll need an FFL as the current requirements are that the lower not have any work done to FC pocket region in any way, shape or form. How old are those lowers?

Speaking of which, I'd like to see the document that defines what comprises an 80% (and no more) Lower if anyone can point me in that direction.

I think the answer is yes - they did change the requirements.  IIRC there was a tech branch letter posted on the BIY forum

a while back.  Maybe 2 or 3 years back?

Thanks. The lowers are around 5 to 7 years old and were purchased new as 80% receivers. I had put them up for auction but will pull them if they are now an FFL item.
