Tell me folks, is it possible/safe to use a 9MM Upper with a .223 lower/Hammer arrangement

Seriously, the lower is fine. I think you need a different hammer but I am not sure. Maybe ask over in the Build it Yourself board.

Yep,
you need a different hammer. The original one takes too much of a battering
