I live in a small community and have always felt relatively safe. We have very little crime except for petty stuff. However, in the past week there have been several serious crimes committed (a murder, a rape and assault of an elderly lady, theft) and I no longer feel that my family or myself are very safe.  Therefore, I want to purchase a handgun.  I know very little about this subject and what I do know, I learned on this site.  So I need advice on everything from purchasing a gun to where I can find someone to teach me safety and shooting (in Central or Southeast Va).

Check with your local gun shops and see where you can take the NRA Personal Protection and Basic Pistol courses.

My opinion on a Handgun for you from reading your post.
I would be looking for nice quality revolver in stainless steel. Caliber depending on how comfortable you are with guns. Try getting a friend to take you shooting and letting you try different handguns. What town are you close to?

Gun for the house or carry gun?  What's the budget?  Any one else in the fam going to use it?  Where abouts in VA?  There are local classes all over.

I am about the same distance from Richmond, Lynchburg and Danville.

You can't go wrong with a police trade-in (thus pre-sellout) S&W 686 .357 4" revolver. I think I paid $250 for mine (quite a while back, so price/avail may have changed) and it was damn near new.  Showed lots of holster wear, but you could tell it had hardly ever been shot (probably mostly qual course rounds). For mileage estimation on a wheelgun check how badly the topstrap has been flame cut right at the cylinder face/forcing cone gap.  Sweet things about the 686 for a "one gun does it all" personal protection piece; stainless steel, L frame so it's pretty beefy, nice trigger so accurate 100yd shots are not out of the question if necessary, you can run .38 Spl loads thru it for practice, if you find a 4" (most LEO trade-ins are) they're reasonably concealable for the average sized guy.  If you go this route I'd recommend 125gr JHP as your carry ammo, that stuff is the shit.

I'm a student, so I've got gobs of time and no $.
