| So I see a lot of websites selling things that say "All NFA rules apply". Things like fully automatic parts conversions for M16/AR15s. Who can possibly own one of these guns? A friend of mine told me (I don't really believe him) that you can apply to purchase a fully automatic M16. I don't know any truth behind this or if it's even possible for a private citizen to ever own a fully automatic weapon. Anyone know more on this subject or can point me in the correct direction? |

Yes, the average Joe may legally own a "fully automatic weapon", provided he complies with all BATFE regs, the National Firearms Act, the Gun Control Act of 1968 and all State and local laws. It seems complicated, but it's not really. The full-auto parts that you are seeing on those websites are most likely not "registered" parts and are perfectly legal to own or possess provided you do not own or possess a non-NFA AR15 (ie, you can use them as paper weights but not to convert your non-NFA AR15 to fire full auto).
