I need some no BS advice on what to teach at a DT class today.   I have a general outline, but I would like some advice on the things you think I should stress.  this is not about weapons, just the hands on stuff.

I'm not an instructor but I did stay in a holiday inn express last night - seriously though, I've trained in Combat Hapkido for most of my life.  I've found that in training with other officers that the KISS theory should be applied.  No one is ever going to apply a complex technique after only having trained on that technique during one day/course.  I would stick to simple empty hand control techniques like straight arm bars from various positions.  Maybe some defensive techniques revolving around open hand striking - examples, what do to if choked by someone (one handed/two handed), what to do if someone grabs you by your arm/shoulder/shirt/etc. from both the front and back.  I would stick to one technique for each of the positions and I would pick the technique that you find the most effective while still being relatively simple.

That, and if you are trained in it, do some ground fighting/avoidance stuff. With MMA and UFC all over the place there are all kinds of people out there training in that stuff. Statistically cops do very poorly when the fight goes to the ground.

OP are you training in a specific DT program, such as PPCT or are you just trying to do some freeform DT stuff? Might be eaiser for us to help if we knew what program, maybe some of us are Instructors (I'm a PPCT instructor). Its easier to talk in specifics if we know that we are on the same page.
