Yup.  This is when they breed, so they are very active--and vocal.  They lay eggs in small, usually shallow, fishless ponds.  The tadpoles have a red tail and are smaller than bullfrog tadpoles.  You mostly see/hear them at night.  They make a loud call to attract mates and are pleasant little things to have around.

Are there Cope's in Pennsylvania?  
According to my searching of 5 seconds, yes
From what I've read they are very hard to tell apart from the Gray Tree Frogs. Easiest way to tell is by sound. So it could be either one. That said, a guy earlier in the thread showed it to a herpitologist and that person said Gray Tree Frog.
