Morning everyone. I have an older toilet (late 70's) that uses a ton of water each flush. I installed one of those new water saving kits but am running into an issue. The kit is made by fluidmaster and when I flush the toilet the water will spin in the bowl but does not completely drain. Any ideas? I have one of these kits installed on the other toilet and it works just fine.

Water saving kit = Brick in the tank.  If you paid for a water saving kit you were robbed!  J/K,  you should buy a new toilet.  The good ones flush much stronger now and don't use water to generate the power.  I bought a Kohler and it is much better than the original that used much more water.

Does the flapper close before emptying the contents of the tank?

That flapper has a hole in it, just under the sealing portion of the flapper, in the front.  Twist it around to the back, so the air in the bulb will not escape, and the flapper goes down with the last of the water.

It's supposed to be adjustable, thats why it has the print on it, I'd move the hole to the rear though

Is the overflow tube shorter than the old one?

Some of the older, higher gallonage toilets actually require all the water they use and will either flush VERY poorly or not siphon at all with just a small reduction in water use.

Yes the flapper is closing before it empty's the entire tank. I did notice there is adjustment marks (just like the pic) and I moved it to max but will try to rotate it all the way around like you said.

The overflow tube is shorter than the old one but still is above the water line.
