I was playing around on Google Maps today and found this.  At first glance, it has the shape of an F-18 but the forward fuselage is completely wrong.  While searching for possible candidates I came across this article from 2015.  https://foxtrotalpha.jalopnik.com/a-new-angle-on-this-shadowy-stealth-f-a-18-hornet-conce-1727910676

Well it could be several things, a parade float, a joke, a prototype, perhaps a part of something bigger.

Bird of Prey is hanging at the Air Force Museum in Dayton.  In that pic the plane on the left is a Skyhawk and the one on the right is a Mohawk and it's weird a jumble of different planes are stored like that.  Usually they are grouped by type.

Vertical stabs are very un-stealthy.  Any RCS testing centered on them could be related to new materials to reduce RCS or gap sealing between moving sections to reduce radar reflector affects of those gaps.

If you're only looking at the tails of one or more aircraft, why bother making a more complex shape to attach them to?

I'm fond of cardboard tanks, trucks, and flat airplanes on the damp.  That last diversion doesn't work well these days.
Now they just need to be made out of metal, have an appropriate sized engine for heat signatures, produce the appropriate electromagnetic signals, weigh the appropriate amount so they make the right depressions in the ground, have the right crews moving over them all day breaking track, have the correct number of penises subtly drawn on them where 1SG won't notice, etc. At some point, you just end up landing an entire Marine battalion on a beach while CNN watches while the Army runs through the desert to strike the objective unencumbered.
