What's the story behind the boating accident joke?

Since I've been here I've been able to figure out the Goose thing, Arock, Lootie, and the Pressure washer joke. The origin of the boating accident still eludes me.

When the guns get banned and people come to collect them, they will have to pick them up off the bottom of the lake because I lost them when my boat capsized.

I'm not sure, but I think it originated in Canada. They had to register their semi auto's, and when a ban came down, the authorities had a list of who had what. So the authorities went to each house only to be told by the owners "I lost most of my guns in a boating accident, eh?"
I could be way off base here though........

All of my documentation was on the computer that was lost in the boating accident along with all of the toys. And it was dark, so I am not sure what part of the river with the muddy bottom it was lost in.

whats funny is my stepmoms dad really did have a boating accident sometime in the early 90's some fucker ran over his jon boat he lost a couple rifles and his carry.
