Anytime a product has a cage number, does it mean it is used by the military?  Or is it possible for joe blow to stamp out a BUIS and somehow get one even though it's not used in the military at all?

A believe a CAGE number specifies a vendor not a product.  It means that the vendor has done the paperwork to sell to DOD.  It does not necessarily mean that DOD has bought anything.  Individual products have a NSN that allows them to be purchased under a specific contract.

Yep, its companies, and you dont have to produce a tangible product.  I know some instructors that have Incorporated themselves and have a CAGE code.
