What is the penalty and punishment for owning an AW in Cali. I know a guy who just bought an AR and took it back there. Is it a felony? Do they just take the weapon or is it a fine and jail too?

I took this word for word out of the " California Firearms Laws 2002 book.

" It is a felony for any person to manufacture , distribute, transport, import into California, or keep or offer for sale, or give or lend, an assault weapon. (Penal Code 12280.)"

For the first two years simple possession was a misdemeanor. Now simple possestion is a wobbler. Importation has always been a Felony.
