Do I really need a Cat M-4 tool or can I do just as good a job with Lead Wipes?

If you want to do the job EASILY, then yes get the tool.

I got one after after reading a review of it on Military Morons. I was pleasantly surprised when I found out they're made in Douglas, Wyoming, just up the road. Whoo hoo! I've been cleaning M-16s since 1982, where the hell has this tool been?
