I have a 98 Sebring Conv with a 2.5 V6 throwing TPS codes 121 122 & 123. On the TPS the center terminal is the signal line to the PCM pin 35. Checking this line at the TPS it shows 4.8v. Snipping the wire at the PCM shows an output from the PCM 4.8v. Shouldn't the PCM show no volts and if so I am assuming the pcm is shot.

Cars runs fine but drinks gas and stumbles sometimes in acceleration.

Don't have a wiring diagram in front of me right now but you should have a 5 volt reference,  a pcm ground, and then your return TPS reference back to the computer. If you are saying that the return voltage is at 4.8 volts even with the wire from the TPS unplugged  then the PCM is bad.
