Get a wire brush for your drill and have at it.  Clean real good, and oil it after it is clean.

muriatic acid eats rust like nobody's business. Baking soda to neutralize acid after clean.

Vinegar soak for a week, wash in soap and water, then season.

An old pan like that may have been used to smelt lead for bullets, sinkers, etc.; make sure that you test it for lead prior to using it to cook food.

They sell these glue stick looking testers, I think 3m makes them.
