Pretty simple question. My state is considering constitutional carry. So for example if I were to move to texas and get residency and a texas carry permit. And LA became constitutional carry. Would I still need a permit in LA. basically I want to know if CC only applies to residents or everyone inside the boarders.

Another example would be if I chose to go to a state with CC  and forgot my permit at a hotel or something while going out for essentials. (I.e. Falls out of my wallet)

In AZ, anyone who is not a prohibited person, and is at least 21 can carry.  It is not dependent on residency.  Anyone who visits our state is welcome to carry, but it is advisable to know the pertinent laws beforehand.

In Wyoming you have to be a resident to exercise that right.

As with all things State-related, it depends on the State.

La. HB 520 says residents.

La. HB 494 Doesn't say resident.

But I doubt either are going to happen. Both were deferred in committee. 3 pro gun bills were deferred in 23 seconds during that committee. Link

There's a difference between open and concealed.  Anybody can open carry, but for permit-less concealed carry you must be a resident.

NH, you can carry open, but need a permit to conceal carry. I know of several people who have non- resident carry permits and have been told it is not difficult to get. But, open carry any person who is legal to carry, can.

understanding signage and what carries weight of law, carrying in bars, and when you can shoot, or brandish.

Since laws regarding carry vary so greatly from state to state, you would have to look these up.  For example, in AZ, there is no duty to inform, and brandishing is legal if it is believed it will deescalate the situation.
