Cops Tussle With Cops On Camera

DARBY, Pa. - Bad blood spills over between cops in neighboring Delaware County towns, who are caught on camera in a cop-on-cop confrontation.

Fox 29 has new video tonight of a confrontation between police officers in Darby and Colwyn boroughs.

The county District Attorney is looking into the case, after a Colwyn officer accused Darby's police chief of assaulting him.

Last Friday afternoon a woman flagged down a police officer. She said a man had punched her friend a block away, knocking her to the ground. The police officer from Colwyn arrested the man as more officers arrived.

The first officer on scene had crossed the border from Colwyn into Darby, which is another jurisdiction. Minutes later, Darby's police chief showed up. The chief began arguing with the Colwyn officer, who was sitting in his patrol car behind the wheel.

On the video, you can hear other Darby officers trying to calm the chief down. But the argument escalates.

The chief shouts, "get out of Darby," as the Colwyn officer gets out of his patrol car and then has to be restrained.

All the while, the victim is still laying on the ground as emergency crews work on her.

There's a pretty long history of bad blood between these two towns.

Where I am from a patrol officer doesn't argue with the chief of another agency. Even if you don't respect the man you respect the rank. Especially when you are in that chiefs jurisdiction.

They both acted like asshats and I think they both need new jobs.

My instinct would be to tell the chief to fuck off. I was helping a citizen in need and more than happy to now turn the situation over to  his department. Don't come up barking at me like some kind of lunatic.

Now the practical side of me would more than likely offically release the scene to the other units, go back to my burg, write a very detailed report, burn the video to DVD and request it all be sent to POSTC.

So I'm more inclined to give the line officer the benefit of the doubt here, the chief should be shit canned.

The patrol officer appeared more out of control than the chief did.  The video begins with the chief standing by the B Pillar of the cruiser, so he didn't start out by barking like a lunatic. They were obviously having a discussion. Instead of arguing with a Chief the patrol officer simply should have called for a road supervisor from his own agency instead of getting into a pissing contest with the Chief of a neighboring town.  I'm sure the mere presence of a neighboring officer detaining a suspect 1 block into the jurisdiction wasn't enough to make the chief show up on scene and blow a gasket. There's gotta be more to the story other than just "bad blood".

    The video is obviously edited but I see the patrol officer trying to get at the chief. He tries to go around the cluster of officers to get at him. What happened to get the patrol officer out of his car is anyones guess.

If one of my officers ever acted like that towards a ranking officer of another agency I would put my boot so far up his ass he would be coughing up Kiwi.  Even if he was "Assaulted".  It will be addressed at an administrative level and not on the sidewalk.

Now if I were the Mayor and my chief acted like that he also would be looking for a new job.  This is an embarassment.

Well from the video, it sounds like this Chief has a power trip problem.  The patrolman looks Black and possible Chief White.  Who knows what else was said.  I give kuddos for the patrolman for doing his job.

The only thing the chief should say to the other officer is thanks for the help, then send a note off to the other chief thanking him for his officers assistance.

Sounds like bad blood between this chief and all of the surronding agencies. While I don't think the officer should have confronted the chief about what took place while he was seated in the vehicle the chief is an obvious asshat.

PA has an interesting police situation.  There are over 1100 PDs in PA, more than any other state in the country, so minor pissing contests go on like this all over the place.  Every little borough and township has their own PD, some with only a chief and one officer.  Some departments only have part time officers, that make $12 an hour.

Darby is a clusterF in general.  They've had problems with municipal leadership for decades.  Example, back in the 90's a former mayor robbed a bank in the next town over (Upper Darby) because he was mad about not getting re-elected.

Didn't watch the video, and am offering this opinion with no LEO background, but I'm guessing it's considered unprofessional for police officers to go after each other in public.

Ultimately we work for the citizens.... lady needed help... jurisdiction be damned.

The Chief seemed to be escalating the situation and the Patrolman got fed up.

I'd say the Chief is likely the one to get the short end of the stick....

He should have dealt with any issue with the other department's Chief.

I'd go directly to the officer's Sergeant as a Sergeant from another agency if there was a major issue.

Sometimes jurisdiction is a HUGE issues, especially for admins. Most of us could care less. If you want the call and all the paperwork that goes along with it, take it. The only thing we take exception to are agencies that wont answer the radio until its a certain *type* of call thats likely to get them an arrest/ tickets/ media.....DWI, Domestic, etc. Then they're all over the radio. But the mundane daily stuff? You can't find them half the time, or they claim they are "busy"

Thirty years ago it was SOP that one of our cars and a state car would go screaming to every call. Why? Because our respective leaders at the time were in a huge ego/ pissing match/ one upsmanship contest. It was a ridiculous waste of manpower, but both of the bosses wanted notches and bragging rights on stats. Those are the "good old days" that some of you yearn for. No thanks.......

This reminds me of a fight I had to break up between an out of jurisdiction cop and our FD at an accident scene.
