The guy has a safety line tied below the cut.  It wouldn't be fun if the ladder slipped, but he wouldn't get seriously hurt.  OSHA rules allow it.

I particularly like the proximity to power lines.  That's what really pulls all of the stupidity together into a glorious and magnificent whole.

While that is really frightening to look at, I note that they've already cleared a bunch of limbs without damaging the power lines or the fence or shed, which are all really close to the tree. Whoever that crazy guy is, he's good, I'll give him that.

ETA - the right way to do that job is with a 75' man lift, but you could only access the tree from the yard. The power lines prevent access from the alley side.
