The period and dots on the letter "i" are light gray while larger letters appear black. I have a Dell 3000, Dell 15 inch LCD, and Windows XP.

Text appear fuzzy. I just got the computer, so the drivers must be up-to-date. Do I really need an aftermarket video card? What is recommended to try before spending hundreds of dollars.

LCDs have a native resolution.  I'm guessing that a 15" should have a native resolution of 1024x768.  Anything different then that will not look perfect (might cause blurring and fuzziness).

Mine on my laptop is 15" and its native is 1400x1050. Best bet for you is to look up the specs of your monitor on dell's website and set it to its native resolution. Another great resource is dell support forums.

hope this helps

You need to make sure and have the right resolution set with the right refresh rate.  Usually 75Hz to 1024X768.  Check that first.  Having said that, 1024X768 should be cake on a laptop.  Those things are made to go to much highter resolution than that.

Other than the resolution here is something to try:

To use ClearType for screen fonts
Open Display in Control Panel.
On the Appearance tab, click Effects.
In the Effects dialog box, select the Use the following method to smooth edges of screen fonts check box.
Click ClearType in the list.
Notes

To open Display, click Start, point to Settings, click Control Panel, and then double-click Display.
ClearType is ideal for portable computer and other flat screen monitors. ClearType may appear slightly blurry on desktop computer monitors.
Whether you select Standard or ClearType from the list, you must have a video card and monitor that support a color setting of at least 256 colors. Best results are achieved with High color (24-bit) or Highest color (32-bit) support. Click the Settings tab to set Color quality.
