What's the proper way to sort out an EE issue if things didn't officially go through the EE?

Here's the deal. I posted an EE thread on 8/18. A member replied to me via IM per my request in the EE OP with an offer for the item I was looking for per my WTB ad.
We worked things out through IM between 8/18 and 8/23.
I paid via paypal on 8/23 as well.
Then he fell off the face of the Earth. I've sent 4 IMs, two with my shipping address which was the subject of his last communication.

I'm transitioning jobs and was out of town for Labor Day so I chalked it up to good faith and bad commo and figured it'd just show up on my doorstep. no dice.

Thoughts?

Also, I've been drinking and can't quite recall how to look up someone's profile to see when they last logged in, etc.

FWIW, the guy owns/runs a gun shop in another state

It was a WTB ad, a member answered, it's certainly an EE issue.

As long as the deal happened via AR15.com then the feedback forum is the correct place to address a problem
