If a guy was supposed to send payment through paypal on Thursday and I have yet to receive it and he's stopped replying to my emails is it safe to say that he's not going through with the deal?

Yup. At this point, rebump it, and if the welcher sends payment just click refund.

Edit: Whoops, I thought you said Tuesday. I allow 3-4 days before assuming they've lost interest.

I normally don't do the whole -1 thread, I just give them negative feeback and go along my way, I've only had to do that twice here, ARFcom is normally a great place to buy/sell stuff
