Reid is Blue but it says he voted NO for "Procedural" reasons ????.....what, to keep the NRA off his back???

No. If he had voted Yes and it failed (like they knew it would) it wouldnt allow him to bring it back up for a vote until the next session of congress. Since he voted No he can now bring it up again for a vote this session.
