Here's my list so far, and this machine will be used to play "Modern Warfare" type games, and I will also be doing raw file photo editing using Photoshop, Lightroom, and so on.
This machine will be used for video conferencing several hours a day as well. I won't be overclocking.

1. EVGA GeForce GTX 950 2GB GAMING, Silent Cooling Graphics Card 02G-P4-2951-KR
2. Intel Boxed Core I5-6600 FC-LGA14C 3.30 Ghz 6 M Processor Cache 4 LGA 1151 BX80662I56600
3. Noctua Premium Quality Quiet CPU Cooler for Intel LGA 2011,1156,1155,1150
4. ASUS LGA1151 DDR4 DisplayPort HDMI SATA 6Gb/s USB 3.1 H170 ATX Motherboards H170 PRO GAMING
5. Samsung 850 EVO 500GB 2.5-Inch SATA III Internal SSD (MZ-75E500B/AM)
6. EVGA SuperNOVA 750 G2 80+ GOLD, 750W ECO Mode Fully Modular NVIDIA SLI and Crossfire Ready 10 Year Warranty Power Supply 220-G2-0750-XR

I'm trying to get some advice for this setup if it's balanced or overkill or needs more appropriate change.
Here are my questions:
1. Would it be beneficial to use the M.2 SSD instead?
2. Would it be beneficial to use two SSDs? 120gb ssd for OS and 250gb for the rest?
3. 750W PSU is too much for my setup?

I used this website when building my PC.  It'll tell you things like your build's power out put and whether or not the parts you pick are compatible.  This website should tell you everything you need to know... or at least help with that.  You can even browse builds created by other people to get ideas.

If you choose to use this site, make sure you create an account so you can save your build.

1 SSD is actually better IMO, m.2 isn't necessary...you'll be fine with a 2.5" drive like the EVO

PSU is WAY overkill a 500w would be plenty, IMO

Ditch the CPU cooler, stock is fine, unless you're going to get a K processor and overclock it, throw that money at a better video card...that 950 isn't going to run those higher end games very well at 1080p

Are you doing let's play videos? Video editing? Gaming videos uploaded to  youtube? IF this is the case you need a much more powerful machine. For video conferencing it will have no trouble. With that said I would wait until the next generation of video card to come out before building a new rig. The next generation of video cards should be out two months or so from now.

M2 SSDs have a higher transfer/write rate than SATAIII if they're on the PCI-E bus. This configuration also sometimes steals PCI-E lanes away from graphics cards which can mess up SLI/Xfire setups.

RAID0 SSDs will give you negligible gains in most real world applications.

750W PSU is way overkill for your current configuration.

Your gfx card choice sticks out like a sore thumb: the 950 is a pretty weak card... If you're going for a gaming rig, it's 970 or bust IMO.

Yes 970 or AMD equivalent minimum.

i agree go with a gtx970 or the amd 390

a regular ssd is fine and would probably still do one for boot and one for games/photoshop.

all you need is a 500watt psu

the cooler is nice but if you want to save a little money get the coolermaster 212 evo.

i don't see ram but would look at getting 16gb as its not that much more and with photoshop it should help.

overall its a nice starting system imo.

At the very least, I'd go with a GTX 970 card

970s on sale at the egg right now.
