I'd like to take my AR upper with me on a flight so I can do some work on it where I'm going (father in law has a workshop with all the tools I need, I do not).

Do I need to do the same thing like with a firearm.. hard case, etc?

This would be upper + barrel only, no lower, no BCG..

Avoid all the hassle of trying to check it with your bags.

I would say as long as it's not a short barrel and a non Serial Number part, just mail it to your dad.  You don't even have to tell them what it is at the post office, since it is not a firearm and no FFL is required to mail it.

Yeah, I could ship it, but it's just a hassle and expense I'd like to avoid if I legally could.

Then lock it up and treat it as if it's a live able to fired weapon; for the TSA nuts will....

USPS registered and insured.
Every person who has possession of the package has to sign for it.
It is slower but things rarely fail to arrive.

It is not a big deal to declare and check a firearm.  All you need is a locking case, and locks.

I know it's not a firearm, but I would declare and check it just to avoid last minute hassles.

If you were not planning on checking any bags, and going with just carry on, then it might be worth mailing.
