If you create a PDF under Acrobat of a JPEG image, can you extract the exif data still?

No, but PDFs they could potentially have their own metadata you may not want.

Windows provides an easy way of removing exif data from JPEGs.

No.  But a skilled person may extract helpful data from the Adobe pdf.

Also, a keylogger is your friend.  (Assuming you can legally install one)
