I've never owned a propane stove before. When I use the top burners there isn't any smell. But when I use the stove there is a faint but distinct smell of propane. 

Is this normal? 

No smell when not using it or anything.

YOu need to have someone come check it. Could be the burner we not working correctly but most likely nothing as propane can smell when being used.

I get it at start-up, but it goes away.

Propane will begin to emit full-time smell when pressure is low.

The oven also has burners- are they clean?

Should be fairly easy to access by removing bottom pan of oven.

You also can take a look by removing the bottom drawer and looking up at burner.

Might also have a (I think it's called ) diverter valve going out

May not be converted to LPG correct
The oven orifice may not have been tightened or replaced as needed, also a spring in regulator may need to turned over
Make sure burner is aligned with crifice
Call LPG provider

I've heard you should light incense when you smell gas.

Mix soap and water so that you can make bubbles. Spray or dab soap and water solution on all connections.
Wherever you have bubbles, you have a leak.

ETA Propane is heavier than air. Vent by opening doors to the exterior if you smell propane.
It will accumulate in low lying areas.

I did clean the stove top burners when I moved in a few months back. I'm using it now but once it's cool I'll see about the oven burners.
