I’m trying to remember a cartoon that would have been on in the mid 80’s. There was some sort of competition where 4 teams competed, with an announcer. One of the teams had the pick panther on it. One team had bad guys with the villain laugh and they were always trying to cheat? I’m striking out online.

Sounds like you are thinking of "Wacky Races", or possibly "Laff a Lympics"... Some of the characters were in both shows.  I don't remember the Pink Panther in them, though.  (He may have made an appearance in Laff a Lympics???)

Snagglepuss (spelling) was one of the announcers in Laff a Lympics... He was a pink cat.

One of the characters in Wacky Races was a girl dressed in a pink racing outfit.

I remember the reruns coming on at a really odd time slot, like it was intended for adults or something. This was early '80s, when I was very young. Panther/Inspector/Aardvark...

His humor seems very niche and probably appreciated by a small target audience. I guess he was killing it in the Catskills and some producer thought everyone would like the material?
