I don't think that's really the case. At least, I no longer think that's the case. Those tip screens started showing up unilaterally all over the place over a very short period of time. Not one worker I've spoken to has ever been asked whether they should be there. Oh, they'll take the money, but none of them really expect it. The sudden appearance of these things was the result of corporate decisions.

This shit is coming from higher up the food chain, and I'm starting to smell rat. They're trying to move things somehow. And one thing you can be sure of, whenever the higher ups get together over something like this, it ain't gonna end up in our favor.

It's easier for me to believe in a deliberate conspiracy than it is to believe that everybody is using the same point of sale, or that all point of sale software is so shittily coded that it's easier to leave tipping active even where it doesn't belong and casts the customer's business in a bad light than it is to toggle it off.

When in doubt, go with the simplest solution.
