Its much ado about nothing. In Gulf  War 1 a lot of stuff from our unit was  loaned out to other units that were deploying. Same thing happened in the current conflict. I would have to think that if the stuff was given over to the Feds on a Federal mission that ultimately the Feds will make any losses up. In the meantime, the equipment cupboard is hardly "bare". The equipment is being used for its intended purpose, which is better than it sitting an arms room unused or a motor pool rusting away
