| Probably beaten to death already..... I know it has to go to an FFL, but what carrier to use to ship. Can I ship USPS or does it have to be UPS or FEDEX. I know that I can ship a rifle through USPS, but does this qualify ? |

It is an "Other Firearm", not a rifle, not a shotgun. Firearms other than rifles or shotguns are not mailable except by licensed dealers and manufacturers. You can ship it via FedEx or UPS. |

Adult Signature Required, insurance for safe measure. Best thing is to box it home and take it to the UPS hub NOT "THE UPS STORE"! |

It is what it is. It may only be able to be assembled as a rifle but it is still a stripped receiver and subject to the same restrictions on sales/transfers as any other stripped receiver. This is similar to putting a 16"+ barrel on a SBR and not needing to have an approved 5220.20 to take it to different states. |

ATF has stated repeatedly that a frame or receiver of a firearm is an "Other Firearm"....not a long gun nor handgun, even if it can only be made ito one of those. When a dealer receives a stripped AR lower receiver he is REQUIRED to record it in his bound book as a RECEIVER or OTHER.....he has no choice. If you don't believe me just read the instructions on the Form 4473 Question 18 Type of Firearm (bottom left corner of page 5). <-----FFL who has NEVER received a stripped lower that has been "factory papered" as anything......manufacturers just don't do that. |

You are both talking past each other.
The lower receiver once assembled into a rifle is a rifle by ATF regs/rulings. How an FFL logs it in receipt is a different matter, as the FFL has no knowledge of its previous history. But that does not matter. A stripped lower is not a "long gun" by USPS regulations and cannot be mailed via USPS. |

Just to clarify everything that has been said:
1) Go into UPS HUB Center 2) Declare I have a AR15 Lower Receiver Non assembled to ship ( with copy of FFL ) 3) Request ground shipping, insurance and signature. ( Ground because it's not an actual "Firearm" Per se, and it does not have to require next day air. *EDIT* I would prefer ground shipping because Next day air is credulously over priced. |

| All of the above is a giant pain in the arse. Take it to an FFL and have them transfer it. It'll cost you $15-$30 (or whatever the fee is), but its better than dealing with all that horse sh't. Selling stripped lowers in a giant PITA and IMO, not worth the hassle. I'd have to be really hard up for some cash to go through all that. |
