Force everyone to get health insurance (and only the kinds THEY say you can have) even if you don't need it.  A whole bunch of people who don't want or don't need health insurance are forced to pay, and since they're healthy they rarely use it, so the money they put in stays in.  That money then pays for free health care for the "poorest" people.  It's redistribution, that's all.

That's how I understand it, maybe someone will come along and explain something different.

Criminalize the act of not having health insurance if you can afford it.

If you cannot afford insurance, government gives it to you by taking money from other people.

Now, 100% of people have insurance.  In liberal world, if everyone can have everything, everthing gets cheaper.  Because,as we all know, in liberal la-la land, increased demand and reduced supply makes things cheaper and more available.

It's pretty simple.

Right now there are basically 2 types of people. Those with medical care and those without.

The ones with medical care are pretty happy and the ones without still receive it but it's mediocre care at best, so they're sad.

Obamacare will ensure that everyone has medical care. The way it works is that the GOV will take money from those who have medical care and at the same time penalize their medical care providers which will eventually will drive those that currently have care into GOV run exchanges. These exchanges will provide mediocre medical care but will cost more money. The reason is simple....this is to pay for those that don't currently have medical care.

So in the end everyone will have mediocre medical care but it will be paid for by only 49% of the population so that the 51% that are on entitlement programs can get their medical care for free.

What it really boils down to is "to each accordingly to his need and from each according to his ability " . Why can't we all just agree that Obama is leading us to a socialist utopia and that he is our dear leader. Term limits are racist.

That you posed the question illustrates that it doesn't.

The .gov set up a q&a call center to help companies figure it out. It was staffed by part timers cause they wouldn't be able to afford full time workers under 0care. IIRC fox had a segment about it last week.

Short answer, nobody knows.

If you have money you will pay far more for medical insurance than you previously did all to pay for those that have no dollars.
Oh and you still get to pay for the millions upon millions of illegals who will still get free care via walk in.

Or

it is a big scam to collect money to pay down the trillions of dollars of debt that the clown ran up and then he can say "hey I told you my economic plan would work
and I paid down the debt"

Here is how it worked out for me so far.

Had to start paying for my own insurance starting in 2009 = $106 a month HSA 2500. Single male, healthy, no kids etc. ETA fully funded HSA.

2010 It goes up to $137 - Still HSA 2500. HSA = Health Savings Account and the following number = how much I have to pay out of pocket if I need an exam or medical treatment.

Mid 2010 I start getting mail about changes due to the new "Obamacare Rules" coming into effect, Mid 2011 price goes up drastically with my old insurance co, switch to a new insurance co, now paying $151 a month HSA 3500.

Keep getting more letters from new co., about more cost updates coming. 2012, I Switch to a new $151 a month HSA 5500 f*ck! Old HSA 3500 plan went up to almost $200 a month

Keep getting more letters from my current insurance co, June 2013 ins co says that they not be offering individual insurance in CA after 2014 and that I will have to find a new ins co. Now there are almost no choices. The cost from a new ins company after Dec 2013 will be $250 a month = HSA 6900 ETA - I have less than 2k in my HSA right now.

They claimed that 15-30 million people did not have health care coverage so they come up with a scheme to force the other 280 to 300 million with insurance to pay for the other 30 million. Blah blah blah "if you like your insurance, you will be able to keep it", blah blah blah "you will save money on ins",  blah blah blah "you can keep your doctor",  blah blah blah "30 million more people will be insured",  blah blah blah!

Big idea is if more people pay into a system (everyone by mandate), your premiums will be lower.  The truth is, with everyone in the system now, your rates will now go higher because you're paying for of all the sick now.

tl;dr
The diabetic, morbidly obese FSA individual, with 4 kids all from different baby daddies, thanks you for providing for her and her future Democrat voting offspring as you put in 40 hours a week to pay for them.

I'll summarize:

bill was passed to get more people 'affordable' health care.

Did NOTHING for health care.
Did everything to fuck with how we pay for health care (and who pays for your health care).

The bill:
Everyone needs insurance.
Don't get insurance through your employer, the government will sponsor 'exchanges' where you can buy insurance.
Employer offers insurance and you don't take it...you get a penalty on your taxes (so that adds a LOT of IRS employees, who are the people managing the issues.
More people can get Medicaid now....feds pushing the states to take more money.

For the insurance companies..
You can't deny 'preexisting conditions'.
You have to cover 'kids' up to 26 (regardless of whether they are in school or not) under their parents plan.
Your premiums are limited (the total you can collect in premiums is based on 80% paid out in claims and 20% in other expenses...administration, etc.)
You cannot charge more than 3x your 'best' rate for the sickest individuals.

For the Employers:
If you have more than a certain number of employees, you have to offer insurance (50?)
You have to count everyone working more than 30 hours as 'full time' for insurance purposes.

There's a whole lot more....

But think about it...if I drink my liver away (may have to start soon as I'm a Foot Dr), and pay a minimal penalty in my taxes...suddenly I develop acute alcoholic hepatitis and need a liver transplant.    I can walk into Blue Cross/Blue Shield and say 'insure me'...and they have to...knowing that they will be paying out $5,000,000 + in claims..and you, the all organic marathon runner (your insurance is $200/mo because you're so healthy)...will now have to pay a whole lot more for the insurance because of the Obamacare requirements...

And, if you're a taxpayer....who the hell do you think is going to be paying for that 10,000,000 people the government will be putting on Medicaid?    And the administrative expenses of the Obamacare?   And the new IRS agents?....

Edited to add:   All the 'expensive' stuff in Obamacare was pushed back until after the next elections (intentionally).     They lied with their figures to get a savings (they left the almost 30% cuts due to the Sustainable Growth Rate Formula in when they were 'scoring' the bill....even though both sides admitted they can't cut what they pay hospitals/doctors 30% for seeing Medicare patients)...they lied that health insurance costs wouldn't go up.    They lied about being able to keep the plan you have (a whole lot of people are losing their plans or the replacement plans will be MUCH more expensive).

The name "Obama" should clue you in.
8/3/2013 11:00:21 AM EDT

Here's how I understand its dysfunction.
1. It forbids insurance companies from "discriminating" against those with pre-existing conditions, meaning that all the people with high healthcare costs get on the insurance rolls.

2. Somebody has to pay for that, so the costs get shifted onto the young and healthy.  The rule is that the old people cannot be charged over something like 3 or 5 times the amount you'd charge a healthy 18 year old.

3. This makes healthcare ridiculously expensive.  All the employers are required to provide for full-time workers, those working over 30 hours.  So employers will dump as many full time employees as possible, leaving millions who had healthcare without.

4. Those who don't have healthcare have to get an individual plan off of the exchange.  But they are ridiculously expensive for three reasons: (a) the healthy people subsidize the old people as explained in 1; (b) the healthy people subsidize the poor who get all kinds of discounts; and (c) the policies are all required to cover all the stupid shit liberals think you need, such as birth control and over 9000 kinds of "preventive" medicine which any rational person would pay out of pocket.

5. You can avoid the whole mess by paying a fine (a tax if you are C.J. Roberts) which is much less than the cost of any of the healthcare plans, leading to a self-destructive cycle where all the healthy people drop their coverage, pay the fine, and only enroll when they are sick, ultimately leading to "insurance" which is no longer insurance and which is going to be too expensive for anyone.

6. Don't forget the death panels.  Now that the government controls what insurance covers, once they decide that X isn't covered for grandma, no insurance company will cover X.

Dude there isn't enough server space on AR15 to summarize it all.

Beginning 2014 all taxpayers are supposed to have insurance either through their employer or via what is called the exchanges.  The exchanges basically take individuals and band them together into a pool (just like at an employer) so that they can be rated.  Then there's subsidization, etc.

The unintended consequences:

-Doctors are retiring or leaving the practices
-Practices are being bought up by hospitals so that doctors can survive.
-Elimination of competition.
-Insurance companies are encountering new taxes (my company will pay over 1 BILLION dollars in new taxes that have no connection to economic profits, they are taxes that just materialized).
-Insurance rates will sky rocket
-Employers in medium sized businesses will cancel their health plans and force their employees onto the exchanges
-Employers will fire employees and many of those who are kept will be forced into part-time hours to avoid the requirements.
-Rates across the nation will sky rocket.
-Innovation will cease to exist.
-The IRS --the same IRS who targeted conservatives--- will use the healthcare power it now coordinates to punish its enemies.

AHOLE unions and political friends of the administration will be given waivers so they can do what they want.

It's not supposed to.

It was designed from the start to force providers to cover things that they cannot monetarily cover without raising prices.

After that happens, the .gov steps in with more designed-to-fail policy "fixes" which will eventually lead to a single payer, .gov run healthcare system.

IE. It's a shell game or 3 card monty being played to get us to .gov run healthcare.

It doesn't work, and was never designed to "work".

It was designed as a step stool to the libs' ultimate goal - Single Payer aka., complete .gov control of healthcare

It solves several problems that the radical left have with America:

-Destroy any Conservative opposition at the ballot box - create life sustaining dependence on big .gov
-Destroy generational wealth (redistribute wealth by sky rocketing medical care)
-Legislative "euthanasia" of old/sick saving trillions $$ in Social Security/Medicare that the libs in control can use to buy more FSA votes

Obama ran on a "Fundamental Transformation of America" platform, and won twice. Elections have consequences.
