Is there any way to format a disk to mirror a new IBM formatted disk? If not i guess i'll have to go to wal mart in the morning

I need it in IBM formatted condition to update the BIOS on another computer. Formatting on windows will not work. i dont know why it just wont

My computer>3 1/2" floppy>right click>Format>full
