we looked it over in the AK discussions, and from what we could figure this is either a homegrown rifle, or someone made a homegrown lower for an SKS, or it could be a type 81 with a different handguard.
I've got my money on the modified 81

The mag well area cuts out the SKS part as far as I could see.
