Like someone else said, some sort of STANAG mount.
I have several other versions similiar to this that were mounts for PAQ4, PEQ2, or some other random rail mounted optics. There were a bunch of different versions for various tested or accepted lasers and optics. |

It's definitely a QD Picatinny mount for a device (optic or laser) that use a STANAG interface.
STANAG is the NATO "STANardization AGreement". I have a PVS-2 and the screw holes for the mount are spaced exactly the same as that, as well as the ELCAN mount that I have for it. |
