yeah legal as far as i am aware
they sell on ebay all the time
there was a thread on this in the FA forum
hell they go for $100+ on ebay
good think to remember if your sell something you can get half your tax back
ATF used to sell them directly to stamp collectors at one time

ETA: The guy is a total douche for asking $5 to ship a stamp.
