NPCs in games are not autonomous and do not interact in ways that influence the game or the outcome/situation. They often have one or two phrases they repeat when you attempt to interact with them and that is all. In many instances several NPC characters will have the exact same quotes in the game.

In short, NPC characters are just filler. They're in the world to make it seem populated but they serve no value.
