Is there a free program for resizing .gif files?  I downloaded a Powertoys program but the only thing I can access is the readme file.

I use the microsoft image resizer.

www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Scroll down until you see image resizer on the right hand side. Download/save it.

Works well.

All you do is right click on the image you want resized, it then asks you what size you want.

Hope this helps.

oooops.......sorry I blew past the part you said for.gif files. Not sure it will work for that.

IrfanView

It's a great viewer of most formats,  is free, and has lots of features.

To do image resizing you can simply resize the currently viewed photo by selecting Image --> Resize/Resample...

You can also do batch operations and one option is to resize.  Select File --> Batch Conversion...  You can do a whole folder of images that way.  Works great if you pull a lot of photos off a digicam and you want to resize them before posting to Flickr (or other photo sharing sites).

Irfanview is great freeware. It's easy to use and takes care of most image needs.
