I would probably do what he originally said: "No free man shall be debarred the use of arms" but add something like, "those in use by the militaries at the time" |

I'd leave it the way it is but maybe add an asterisk after phrase "well-regulated" directing the reader to educate themselves on the 18th century use of the word 'regulated'. Maybe another asterisk defining 'militia' for good measure.
Oh, and capitalize and underline "shall not be infringed". |

This gets rid of the stupid arguments as to whether people can have nukes. It enforces the intent, that civilians should have an absolute right to arm themselves as any soldier would, because they have the responsibility to stand in that role as a member of the militia, and preserves the balance of force between the civilians and the government enforcers. If we let a 19 year old individual soldier have control over a weapon, Joe Sixpack can have it, too. If a weapon is so devastating that we require a complicated, multi-stage authorization to deploy, involving codes, multiple-key turns, and several layers of authorization, it's not for Joe. Can Joe have a grenade? Sure, grunts carry them. Can Joe have an M16? Yup. Can Joe have a tank or crew served weapon? Well, maybe, but that's not an absolute right. It's probably reasonable for us to check Joe out a bit before we sign off on that. |

Trying to prevent any/all legislation and regulation, at any level, by the judicial, executive, or legislative branches of any government. City, county, state, federal...doesn't matter. To keep and maintain an orderly society, governments inherently have the power to violate the rights and liberties of the people both individually and collectively. To ensure this power is restrained and not used improperly or in anyway not allowed in this Constitution, the right of the people to keep, bear and maintain arms sufficient to prevent illegal action of the government must not be infringed.

"Or else." That or simplify it: "Any attempt to restrict the right of the people, individually or collectively, to keep and bear any and all arms that they, individually, see fit to desire, shall be met by violent and decisive resistance. No person shall ever be charged with any crime, nor subject to any civil liability, for suppressing the use of the First Amendment to attempt to curtail, restrict, infringe upon, or otherwise modify the rights enumerated in the Second Amendment.
