Pretty much everything that isn't a microbolometer requires some form of cryostat/cooling.

As to the OP... common guys, its a picture on a car done up like a SHIELD vehicle. This is car "cosplay."

Most handheld thermal is an uncooled microbolometer but some of the larger ones built into helicopters and other vehicles are cooled.  By cooling them to a specific temperature they can be much more sensitive.
