Can you drill a hole in a mag so it will work in another gun or would that be against the law?

The thing that you have to be aware of is that the magazine has to still be functional in the weapon it was originally made for. As long as it still works in the original weapon, you're legal. If you change it to the point that it doesn't work in the original, then you have "manufactured" a "new" magazine.

All this is presuming the mag holds more than 10 rounds and making a "new" mag would violate the "Hi-Cap" magazine ban. Mags holding 10 rounds or less are presumably OK to do anything with.

If it will prolong the life of a family or clan member than it's legal for us. We know no law other than the laws of God and morality. The rest is waste.
