Quick vague overview..........

Friend is staying at my place,...

Tries connecting his lab top via cat-5 from my Router.
His computer shows that he is connected but cannot get online.
Cat-5's are good router is brand new Cable modem is functioning
Pretty sure we have covered all hardware bases any ideas as far as software configurations.

Make sure he has DHCP activated in his network configuration.  Otherwise he won't get an IP address.

HAve you tried using a crossover cable? CC's are required between routers and computers, not regular cables.

This is incorrect. Crossover cables are from computer to computer for file transfer or connection sharing with out the use of a router. Regular Cat5 is for router to computer, router to hub, ect.

Crossover cables are used for PC to PC with no router inbetween. To connect to a router just needs a standard cable.

Make sure he doesn't have his wireless on and trying to connect to a AP. Sometimes if this happens first XP will not transfer data throught the LAN until you restart. Have you restarted with the cable in?

Sometimes windows or third party firewalls wont allow a "different connection" without a
manual switch.  Also your router might be configured for wireless access only if you use wireless.  What router brand, model? Might also try a different cable.

Assuming windows, ipconfig /all . That should show the first hop router and the IP assigned, probably 192.168.x.x, along with DNS servers. Ping the first hop router (probably 192.168.1.1) to confirm connection. If that works, it's probably DNS. Try to ping something on the internet without a name

Non-authoritative answer:

ping 64.236.16.20

If the nslookup fails you have a DNS problem and your router probably isn't assigning DNS servers.

It won't work from the "run" bar, you have to open a command prompt window and run it.  

Start>All Programs>Accessories>Command prompt

There are a ton of possible problems.

1. How many ports are on the router and which port is he plugged into?
2. Have you checked the router config to ensure you have enough ip's in your DHCP    
   pool for his box?
3. Are all link lights active as in blinking or are they solid or not lit at all?
4. Where did the cable come from, did he supply it or did you, what is the color?
5. Is his NIC enabled?

Try doing a repair on the network connection.  Just right click on his adapter under network connections and choose the repair option.  I would also make sure that he does not have a static IP address set on the workstation.  You might also want to consider resetting your router.  You can also look at the routers configuration, some routers have the ability to limit IP scope and you may have run out of IP addresses to give.  Another thought would be that his driver is corrupt.  An easy fix for this on xp is to uninstall the network card driver and then reboot the pc.  The driver should autodetect and then reinstall itself.
