I currently own a Nikon D3100 with a 18-55mm and a 55-200mm lense. Was out with the family today at the local lake and was trying to get some close in shots with the zoom lense, however wasnt getting in as close as I wanted. Was wondering if someone could recomend a good zoom lense and or input on a teleconverter to go with the 55-200mm.

Since both lenses you have are zoom lenses I am assuming you were shooting with the 55-200mm.

If 200mm is not long enough, then you need something that goes to 300 or longer.  As pointed out by 501st, the 70-300mm VR is a great option.  (You do NOT want the $180 70-300mm G lens.)  The more money you are willing to spend, the more reach you will get.

None of the Nikon teleconverters will work with your lens.  There is the possibility that the Kenco TCs might work, but you will not be happy with the performance of them on your lens.

"Lens."  Go patronize your local camera store.

+1

And if your budget cannot handle the Nikon 70-300 then take a look at the Tamron.

How close do you want to get?  As mentioned the cheap tc's generally disappoint. I understand the sigma 150-500 gets decent reviews for its performance up to around 400mm or so. Might consider that as an option.

Also, unless you are shooting sports or wildlife you don't need anything more than 200mm...learn to position yourself better, MUCH cheaper in the long run.  I sold off all of my big stuff when I made the transition from film.  It's a newbie thing.  You'll get over it.
