I decided to install Debian testing (Jessie), having read on distrowatch.com that it uses kernel version 4.6.  After installing, I discovered that it uses 3.16 instead.  Is upgrading the kernel a bad idea?

I'm not really concerned about immediate problems, even serious ones.  I just installed it, and I can start over if necessary.  I'm more concerned about unexpected behavior later on.

No, go for it.

I wouldn't think anything of upgrading a kernel on a fresh machine.

Go for it.  If it gets screwy, it will happen right away.

Debian, even the unstable version, is very focused on stability and doesn't adopt the newest packages (including the kernel) until they have been well-proven elsewhere.

If you want the latest version of the kernel and other packages, use a more bleeding-edge distro like Fedora
