As you can tell I live in Indiana,

I can legally purchase a rifle (and have done so several times hase
My local laws say I can own a pistol, but can't carry it, and federal laws say I can't buy one.

Does this mean I would legally be able to build a pistol using a unfinished receiver?

Are there any federal laws that prohibit me from owning a pistol that I missed?

What about taking it unloaded in a hard case to the range to shoot it?

In Indiana...

1- You can be 18 - 21 yo and purchase a handgun from another individual (just not from an FFL)

2- In Indiana an individual 18 - 21 yo can get a carry permit.

3 Indiana it is required to have either a target / hunting or a personal protection permit to take a handgun to the range... there is no exception in the law to transport the weapon unloaded in a locked case to go target shooting...

I contacted my local police regarding transporting a pistol to the range in a vehicle, it took them about 10 minutes to get me an answer but the answer was you do not need any sort of permit to transport the pistol to the range as long as it is in either a hard or soft case, and the ammunition/handgun are stored seperately and both out of reach. They suggest a hard case but it isn't required.

You may need a "target/hunting permit" to carry it on your person to the range, but the answer I received directly from my local police department is if you are using a vehicle is the typical 'unloaded and out of reach' approach.

So, I would be able to puchase a pistol from an in-state individual legally? I need to check up on that.

Making a pistol from just a receiver would require you to buy a receiver which transfers as a handgun anyway and you would not be able to do that untill you are 21.

It would be legal for you to build one from scratch.  Some states do not allow anyone under 21 to have one at all.

I would check the Indiana HT forum on this.  While your local PD may not enforce the provision,  the Indiana Code is very specific about taking a handgun off your property and taking a pistol to the range is not one of the places mentioned in the provision.  I suggest you read the Code for yourself if you haven't done so already.  The Indiana HT folks have discussed this issue at some length and will have some great insight as to where you  can take your pistol if you do not have a permit to carry.  There is also a link there to the relevant Indiana Code.

This is what I would be doing, I prefer to use the term unfinished receiver over 80%.

I was thinking about building a semi-automatic Sten MkIII using a parts kit and semi kit.

You are interperting the law wrong... this is a reference to a business OWNED by the person transporting the weapon... you can transport a handgun WITHOUT a permit from your residence to YOUR PLACE OF BUSINESS. If not it kinda defeats the purpose of a hunting / TARGET permit...
