Since slug guns like this one are often used by LE to bust the locks & hinges off doors, they may be attempting to blast open a suspicious car trunk or open a building door without exposing anyone to the potential harm of a booby trap?

Maybe they are a bomb disposal unit, and they are destroying a suspicious package?

I would guess they are shooting Less than Lethal rounds to discourage any bad behavior...

sounds pretty likely. I had heard talk (I don't remember where) of urban police departments looking into bolt action rifled 12 gauges for urban sniper work, I guess on the theory that slugs run out steam fairly quickly if you miss.
