Can our soldiers fire at any insurgent they deem a target ?

Do they have to wait until fired upon ?

The exact ROE are classified. It's in our best interest not to let the enemy know what they are, lest they exploit them. On the unclassified level, every person, military or not, has the inherent right of self defense.

The ROE can always change ,that I know, just a general overview.
