I have searched High and low on this site and have checked the Revised Code of Washington and I still cannot find any real answers.

I would like to build a Hk 416 look alike and want to move the serial number from the magwell to where it is on the 416. I also would like to know if I can move the company's name and location to a different location on the lower receiver. I know the law says I can not "change, alter, remove, or obliterate the name of the maker, model, manufacturer's number, or other mark of identification on any firearm". However I am not doing any of these things, I am just moving it to a different "conspicuous" location.

What do you guys think

You can not mutilate, destroy, cover or otherwise alter the original serial number.

Yes you would be doing that because the original serial number would no longer be in its original location.

So if that is the case then if I machine my own lower from an 80% lower I can put whatever I please on it?

This would be a valid serial number.  I don't think a serial number is required for a home build for personal use though.  I'm sure someone here knows

You are correct that no marking is required for a legal build by a non-ffl.  But once there is a SN on the gun you can not do much to it.

has had the importer's or manufacturer's serial number removed,
obliterated, or altered or to possess or receive any firearm which has
had the importer's or manufacturer's serial number removed, obliterated,
or altered and has, at any time, been shipped or transported in
interstate or foreign commerce.

So by that code citation, if you can prove that the lower never moved in interstate commerce, and no State law prohibits it, then you really could remove, alter, or obliterate the SN?
