I have a Troybuilt zero turn with a Koehler 22 HP Engine. The gas tank ran dry while I was mowing. I filled it up, and could not get the engine to start. It will run on ether, and after a few seconds will pick up gas from the tank and run fine. If you shut it down, even for a second, it will not start in its own (choked or not).
I verified fuel coming out of the tank, and easily through the fuel filter.

Any ideas why it is not picking up fuel at lower starting RPMs?

Probably pulled all the junk out of the tank when it ran dry, and clogged the fuel filter.  Try that first before tearing down carb.

Carb is stupidly simple, could be crap in the needle and seat, Clean it out with Gumout, even taking them apart there is literally NOTHING to them.
Strip it down and clean the hell out of it, and toss it back together.

I had an issue with a Kohler Commander 27hp with the magic ignition dingus box on it, only difference between the 25 and 27 is that stupid box, well it was F'ing up so I took it off and swapped in the new coil kit (no real difference aside from that box tied into everything) was backfiring and dying and would not run.
Removed the Dingus box and it ran like a champ. prior to that I rebuilt the carb, literally there is nothing to them. Change the Fuel filter and clean out the carb filter is cheap and carb is simple...

Ditto on a carb tear-down and cleaning.
Use compressed air to blow out every orifice, passage, port, etc

If you wind up having to buy gaskets, give them a light coating with cooking spray & let dry before reassembly.
You'll be able to re-use those gaskets after future cleanings
